About the Council

In 1979, at the request of US EPA, then Utah Governor Scott M. Matheson committed to develop a reservoir management plan as part of construction of Jordanelle Reservoir. The Jordanelle Technical Advisory Committee (Committee) was formed in 1982 to oversee the development and implementation of the Deer Creek Reservoir and Proposed Jordanelle Reservoir Water Quality Management Plan (1984) to address water quality concerns related to the new reservoir construction and manage eutrophication concerns in the Deer Creek Reservoir. This plan directed the Committee to conduct water quality monitoring and report on watershed conditions, trends, and effects of best management practices in an annual report. After 24 years of implementing this plan, the Committee recognized the need to expand their scope of work to include the entire watershed to satisfy their initial goal of addressing water resources and quality within the Provo River and associated reservoirs. In 2005, the Committee changed its name to become the Provo River Watershed Council.

Our leadership team comprises individuals with diverse backgrounds and expertise, united in their commitment to preserving and enhancing the health of the Provo River Watershed. Through their strategic vision and collaborative approach, they steer our efforts toward achieving our shared environmental goals. Their passion for environmental conservation inspires and mobilizes our community toward meaningful action.

The Provo River Watershed Council is made up of two bodies – the Governing Board and the general Stakeholders. The Governing Board oversees all operations related to The Provo River Watershed Council. The general Stakeholder Council is made up of Board members as well as other partners who share a passion and dedication to improve and protect water quality within the Provo River Watershed.

Goals

  • Advocate awareness and education about watershed issues with the public, land developers, homeowners’ associations, and local governments.
  • Provide a forum for information exchange, data analysis, and the respectful debate of ideas to promote collaborative, consensus-based decision-making, and planning of projects within the watershed.
  • Monitor, analyze, and document water quality trends within the watershed to inform future projects and actions.
  • Maximize communication between watershed stakeholders and foster partnerships that respect the social and cultural values of individuals and entities.
  • Facilitate the implementation of projects that maintain or improve water quality and overall watershed health by providing funding and/or technical assistance.

Governing Board

The Governing Board is made up of members from the community who work cooperatively to implement the overarching goals of The Provo River Watershed Council. Members are primarily made up of agencies who financially support The Provo River Watershed Council’s mission. Their votes and decisions guide these cooperative actions. Through a Cooperative Agreement, role of the Governing Board is as follows:

  • Promote protection of the Provo River system watershed, its tributaries, other connected watersheds (the upper portions of the Weber River and the upper portion of the West Fork of the Duchesne River), and any related reservoirs.
  • Facilitate orderly planning and development in lands and waters within the watershed.
  • Facilitate orderly planning and development of the quality of water flowing in or into the watershed.
  • Protect an individual jurisdiction’s ability to govern its own area.
  • Assist in the formulation and implementation of comprehensive plans for the management, protection, and preservation of the watershed.

The Governing Board members work to educate stakeholders on water issues, provide a forum for collaborative decision making, monitor water quality trends, communicate, and partner with stakeholders, encourage sustainable approaches to planning and activities within the watershed, and provide funding for annual operating expenses.

The make-up of the Governing Board includes six voting members, including a chair and co-chair, one non-voting member, and an executive secretary.
